Resolve "Update Gitlab-CI"

What does this MR do?

This MR:

  • Deploy doxygen page only on the dev/master branch
  • Add a syntax check step
  • Fix some syntax errors in markdown/rst files

How to test it?

Just look at the Gitlab pipeline and the generated result
