Update Gitlab-CI

Description

• Doxygen is always deployed on the main page https://sight.pages.ircad.fr/sight-doc/ (even for a simple MR)
• There is no syntax validation (markdown/rst linter).

Proposal

• Only deploy on the dev/master branch
• Add a syntax check step
