(build): update windows installation guide

Description

Windows support has changed since sight!557 (merged). We must update the documentation accordingly.

Do not forget to add notes about bug in CMake 3.20.x

Do not forget clarification for CMAKE_TOOLCHAIN_FILE tool chain on sight/external projects and with cmake-gui
