feat(ci): update to last VCPKG + CUDA 12.2 support + MSVC 2022 support

Description

VCPKG packages have been updated and built with MSVC 2022 and CUDA 12.2.

The visualisation code has to be updated to support both Ogre 14.0.1 (Windows) and 1.12.10 (Ubuntu).

How to test it?

  • Build bigger applications on Windows AND Linux and check everything works as normal, especially vizualisation
