enh(ui): send value when released slider in SParameters
Description
Adds an option to emit value of SParameter sliders only when releasing the slider, this avoids multiple sending during moving the slider.

How to test it?
Use ExSParameters, and try the 'integer 2' sliders at the bottom SParameters.
