What does this MR do?

Check the file hash to prevent it to be downloaded on each CMake configuring step.

How to test it?

Call cmake ., see that the openvslamTracker vocabulary file is only downloaded the first time in share/sight/openvslamTracker-0.1/orb_vocab.dbow2

note : This bundle is not built on Windows.
