(SPreferencesConfiguration): add file preference

What does this MR do?

Add the possibility to specify a file in the preferences

How to test it?

In any application containing SPreferencesConfiguration, you could edit the <type></type> and set it to "file". After launching the edited application, you should be able to select a file, which was not possible up to now.
