(SFrameMatrixSynchronizer): handle time shift delay

What does this MR do?

Add a little trick to handle synchronization issues in our application by applying a time shift value.

How to test it?

• Build ExStereoARCV
• Load calib4.yml calibration
• Load the left (leftAR.mp4) and right (rightAR.mp4) videos
• Show parameters (File ➡ Show parameters)
• Move the Delay slider and look at the unsynchronization
