(videoVLC)VLC SFrameGrabber continously pushing while paused

What does this MR do?

Fixes continuous pushing on SFrameGrabber of videoVLC while paused.

Closes #299 (closed)

How to test it?

You'll have to place a log at videoVLC/SFrameGrabber.cpp:187 Verify that while frame grabber is paused you have no logs.

You can do this with ARCalibration for example.
