Resolve "Sheldon complains about LGPL license headers in LGPL repositories"

What does this MR do?

This fixes the detection of the LGPL repositories after the move of COPYING files.

How to test it?

Run sheldon in sight with one modified source file. It should not longer complain about the presence of the license header.
