enh(ci): remove CppCheck from the default hooks list

Description

As per sight#880 (closed), CppCheck won't be used in the CI and therefore shouldn't be in the default hook list. Users wanting to inquire for CppCheck's wisdom may use sheldon --hooks cppcheck instead.
