(core): adapt sheldon copyright header check for specific projects

Description

We must adapt the licence header used in projects according to the contribution of the institutes.

Proposal

Include project-specific code in the license header check. Make the IHU copyright optional according to the project. The decision should be made according to the main LICENSE file at the root of the project.

Outcomes

Respect IP on each project.
